The missile is launched from a mobile platform by a control vehicle that guides it to the target. This missile has an inertial guidance system and can be launched under any weather condition. Once in flight, it can not be directed from the launch site on the ground.

The 180 km range was limited by the political situation to prevent an arms escalation in the area. The Hyunmoo project is totally indigenous, although supervised by the United States.

The Hyunmoo 1 takes full advantage of the original limited ability to attack ground targets of the Nike Hercules missile. Externally, the missile is almost the same as the original. The missile is propelled by a two-stage solid rocket motor that propels it to Mach 3.65.
